Baseline Indicators Established – Key ME – Study in English Project Milestone

An important milestone within the ME – Study in English project was achieved through the preparation of the Report on Baseline Indicators and Monitoring Methodology (MS4) by the University of Donja Gorica (UDG), as the institution leading Work Package 2 – Evidence Base and Monitoring.

The purpose of this milestone was to establish a clear and measurable framework for monitoring progress toward the project’s objectives. UDG developed a set of indicators covering key dimensions of the project, including international student participation, the development of accredited EMI programmes, staff capacity building, engagement of international lecturers, market research activities, visibility and promotion, institutional policies, cooperation with companies, student awareness and employer satisfaction.

A total of 11 strategic indicators were defined, with baseline values and target values for 2027. The accompanying monitoring methodology combines semi-annual monitoring, annual progress reporting and a final impact evaluation, drawing on surveys, institutional records, interviews, project reports and communication analytics.

The framework was developed in alignment with the project’s Logical Framework Matrix, national higher education priorities, and relevant EU and Bologna Process standards. As WP2 lead, UDG coordinates the monitoring methodology, maintains the master indicator tracker and is responsible for collecting, analysing and compiling indicator data in cooperation with project partners.

The establishment of the baseline indicators represents an important milestone for the ME – Study in English project, providing a transparent evidence-based mechanism through which progress and impact can be measured throughout the project lifecycle and compared through the final project evaluation.
