The Ministry is the public body in charge of strategic planning and education policy formulation at all the education levels. The Ministry’s higher education strategy (the new one is currently in draft form) is strongly oriented towards internationalisation of the system, as a way to reflect the openness of Montenegrin economy and geopolitical orientation towards EU integrations. The Ministry will take an active role in the project through participation in the Steering Committee and co-creation processes of new national and institutional policy documents related to the establishment, accreditation and quality monitoring of the study programmes in English language. It will take advantage of the project to provide quality input from international and national partners for the improvement of the Law on Higher Education. Its staff will also participate in the study visit related to policy makers’ capacity development, which will enable the transfer of knowledge from a developed EU partner.
